read the rule from IAAF Excerpt from the IAAF Road Race Handbook - Pg 196 RULE 240
Note: For road races and road walking events, the official time will be the time elapsed between the start gun a...nd the athlete reaching the finish line.
However, if an athlete crosses the start line after the start gun, his time elapsed between the start and finish line can be made known to the athlete but will not be considered as official time. The order in which athletes reach the finish line will be considered as the official finish position. 196 RULE 240 .
N explain from race experience runners: Gun time is usually used for placing -- it is a race after all, and you determine order of finish by, oddly enough, order of finish. It wouldn't be fair to the leaders if you didn't use gun time for placing. What's the use in busting your butt to cross the line first, if you find out later that some guy who got to the race 6 minutes late is called the "winner" because his pace was faster?
Normally organiser just need to ask elite who have chance for prize stand infront,i think runners who worry their finisher medal,can stand second roll ? Chip also use as check point mah,if use manual,sure got more problem if u r organiser,u will know।
